Web3 Payment Intelligence — Week of September 28–October 4, 2026
This is the weekly Intelligence briefing for September 28–October 4, 2026 — the week a record exchange outflow tested restored rails, a baseline restatement changed what last week's data meant, and two regulators advanced where the US legislative track could not. Each answer runs one to two paragraphs, stays inside the cited sources, and flags where sources disagree.
This edition covers the week of September 28–October 4, 2026.
1. Stablecoins: How Is the Stablecoin Market Performing?
The float contracted. The Big-3 base fell $991.4M over the seven days ending September 30 to $263.035B — the first decline in two weeks — with USDC shedding $1,369.3M across Solana, Ethereum and Hyperliquid L1 while USDT added $400.3M and DAI slipped $22.4M. The week's measurement event is DeFiLlama's upward restatement of the prior-week Solana USDC base by $668M: against the restated base Solana's USDC fell $611.7M; against what last week's issue printed, it was nearly flat. Same source, two honest answers — and a reminder that week-over-week percentages inherit whatever base they are measured from. On the broader definition the market printed $313.2B (DefiLlama cut, September 30) inside a tracker band that also contains $304.2B and $305.8B from a Q3 report — roughly $9B of methodological spread that we report rather than average.
The chain story reversed last week's rotation: USDT gained $589.8M on Solana and $120.6M on TRON — erasing the chain's first outflow in weeks — while Ethereum lost $282.8M for a second consecutive week. One up week after one down week is a range, not a trend, but the two-week shape is at least consistent with a float that is plateauing while volume grows underneath it. The collateral backdrop gave less support than the price action suggested: bitcoin's $87,200 spike rested on $83M of weekly ETF inflow, roughly a thirtieth of the prior week, which is not the marginal-buyer profile that historically accompanies float expansion.
2. Payments: How Are On-Chain Payments and Transfers Performing?
TRON's payment week was about confirmation rather than milestones. The ~100 million weekly transaction level held for a second week, TRONSCAN measured $163B of stablecoin transfer volume for September 25–October 1 inside the $150–190B band the chain cites, and the newly disclosed 52% share of sub-$1,000 USDT transfers across native-issuance chains put a number on the retail-payment segment that large-ticket settlement analysis usually drowns out. The merchant rail widened: WalletConnect Pay now accepts USDT on TRON for online and in-store payment on top of the 5,000-brand CoinsBee footprint, and GasFree closed September with $3.51B of USDT transfer volume per JustLend DAO (a figure the source's late-September entries also carried as a seven-day total, so the period label stays flagged). Against that, the chain's USDT balance recovered $120.6M — a round trip, not a trend.
The week's payment-infrastructure stress test ran on an exchange, not a chain. Bitget restored withdrawals on its published calendar — BTC September 28, ETH September 29, USDT on Ethereum, BNB Chain, Solana and TRON September 30, everything else October 2 — and customers promptly pulled a record $463M in one day. The rails held; the telemetry (PoR 131%, fund replenished above $300M) is the most complete public record an exchange incident has produced. For corridor operators the case study is now end-to-end: breach, halt, phased restoration, run, recovery.
3. PayFi & Infrastructure: What Happened in Payment Finance and Infrastructure?
The institutional rail story advanced on banking's own terms. Chainlink announced connectivity from institutional systems into Swift's blockchain ledger — live since July — with a self-signing model that keeps authorization keys inside banks, and seventeen institutions including Citi, HSBC, BNY and Standard Chartered are preparing live tokenized-deposit pilots whose use cases span treasury, programmable payments and FX settlement. The design principle is the competitive statement: tokenized deposits stay on bank balance sheets and final settlement still runs through RTGS — bank money, coordinated on-chain, not displaced by it. Against that, issuer stablecoins on public chains keep compounding distribution on the merchant side, which is exactly where the two trust models will eventually meet for the same payment.
On TRON's own fee infrastructure, the supply side moved for the first time in weeks: JustLend cut its energy-rental base rate from 15% to 8%, pricing 100,000 energy at 4.102 TRX per day (about 41 SUN per day), and TRON DeFi Summer S3 opened October 4 with a $2M, 60-day pool. A rate cut against an unchanged 23 SUN floor is a healthier configuration than a floor propped up by thin supply — and the demand side keeps adding channels (merchant payments, wallet abstraction, a second week near 100M transactions).
4. Adoption & Regulation: What Happened with Merchant Adoption and Regulation?
The UK opened the first live major-market licensing gateway for the industry on September 30: FCA authorisation applications run to February 28, 2027, the regime binds from October 25, 2027, stablecoin issuers are in scope with 'clear, strong and transparent standards', and the FCA–Bank of England track for systemic stablecoin issuers is the clearest signal yet that large issuers will be regulated as payment infrastructure. The SEC, working the product channel instead, approved the first 3x daily leveraged crypto ETPs on October 2 — a listing clearance only, with trading pending S-1 effectiveness — clearing six products at once that track bitcoin, ether, gold, silver, crude oil and natural gas through futures. Meanwhile the GENIUS Act comment clocks keep running: Treasury's issuance NPRM closes October 19, and comments on the Fed's 2% capital charge and two-business-day redemption guarantee are the inputs that will shape the final US regime.
The compliance perimeter tightened at the edges too: TRON's general counsel appeared at INTERPOL's New Technologies Forum in Vienna covering transparency, privacy tradeoffs and post-quantum signature work, in the same fortnight that THORChain publicly declined to freeze a hacked exchange's attacker addresses. The two items are the same lesson from opposite ends — recovery runs through regulated chokepoints, and every chain wants to be seen as cooperative with them.
5. Outlook: What Deserves Attention in the Week Ahead?
The macro calendar dominates the front of the week: FOMC minutes on October 7 are the first policy read since the payrolls miss, and TOKEN2049 Singapore on October 7–8 concentrates the industry's institutional announcements. On the rulemaking track, watch for the first substantive public comments on the Fed's issuer proposals ahead of the October 19 Treasury deadline — the 2% capital charge is the number issuer economics will be built around.
On the data side: whether TRON's USDT recovery extends to a second week; whether the energy floor holds at 23 SUN now that JustLend's rate cut has added rental supply; whether Bitget's outflows stabilize after the record day and its promised security report lands; whether TRON's Q3 report arrives with an updated staking figure; and whether an updated TRXS net-asset figure finally appears — the number in circulation is still ~$50.4M from September 10 despite ten-broker distribution and a 252-day DAT buying streak.
