This is the weekly Intelligence briefing for October 5–11, 2026 — a week in which price de-risked, the stablecoin float refused to follow, and the distribution layer moved in four separate directions at once. Each answer runs one to two paragraphs, stays inside the cited sources, and flags where sources disagree.

This edition covers the week of October 5–11, 2026.

1. Stablecoins: How Is the Stablecoin Market Performing?

Flat, and busier underneath than the headline suggests. The Big-3 closed the seven days to October 7 at $263.294B, up $102.8M or 0.04%, while USDT added $482.5M and USDC lost $368.0M — a rotation of $850.5M between the two largest assets that left the total where it started. The distribution of USDT's gain is the part worth holding onto: Ethereum +$299.8M, Solana +$189.0M and TRON +$169.8M, against a combined $174.5M given back by Avalanche, Plasma and Arbitrum. USDC's decline was almost entirely one chain — Ethereum −$393.3M — while Solana, Base and Polygon all added. Over 30 days the base grew $415.4M, which now decomposes into USDT +$942.3M against USDC −$498.8M.

Two cross-checks strengthen that read. Circle's own per-chain API printed $74.109B of USDC at 13:05 UTC on October 7, within 0.14% of the DeFiLlama figure, and Stablecoin Beat's market-capitalisation flow series shows a +$2.9B net inflow over 30 days. Meanwhile the collateral side weakened: bitcoin fell 2.1% on the week with altcoins down three times as much, and the spot-ETF complex flipped to net selling with the largest one-day bitcoin outflow since June. A float that stays flat while its funding bid weakens is the configuration to watch — it means supply is being recycled, not accumulated.

2. Payments: How Are On-Chain Payments and Transfers Performing?

TRON's week was measured in cumulative milestones and one genuinely useful data resolution. TRONSCAN put total accounts above 407 million and total transactions above 15.7 billion on October 5, with a 30-day average of 4.41 million daily active accounts; Allbridge's TRON route passed 80,000 transfers and $1.65B of volume; and JustLend DAO reported that GasFree closed September with more than $14.87B of transfer volume and 479,000-plus users, which finally squares the period-label conflict this series has carried since late September — a monthly $14.87B against a weekly run-rate near $3.5B is internally consistent, so the earlier problem was labelling rather than measurement. On the merchant side, CoinsBee's data for the 90 days to September 1 shows TRC-20 carrying 44.6% of its USDT payments but 64.5% of USDT turnover — frequency and ticket size both lead on the same chain.

The week's payment-safety lesson came from the issuer side rather than the network. Tether froze four THORChain vaults on TRON for roughly three hours on October 10, blocking about $1.4–1.45M of USDT and interrupting cross-chain swaps before the restriction was lifted without explanation, while nineteen other addresses from the same batch stayed blocked; the protocol's technical co-founder said there was no advance notice. Read next to Conduit's October 5 lawsuit over $2.76M frozen since September 2025, the pattern is not that freezes are frequent — it is that they are unilateral, unexplained in the moment, and reversible on the issuer's clock. For corridor operators that is an availability risk to model, not an abstraction.

3. PayFi & Infrastructure: What Happened in Payment Finance and Infrastructure?

Four rail-builders moved in one week, all in the same direction and none of them issuing a dollar token. Polygon Labs opened its Open Money Stack to TRON on October 7, connecting USDT on the deepest stablecoin chain to US bank rails through money-transmitter licences covering 48 states, custodial TRON wallets and cross-chain routing — the first phase of a broader buildout that grew out of its pending Coinme acquisition and its completed purchase of Sequence. Circle and Tereina announced the same day that USDC and EURC would be embedded in SAP Cloud ERP through SAP Pay, with a claimed payment-cost reduction of up to 25% and settlement routed through Circle's Arc network. Samsung said on October 7 that USDC transfers would arrive in Samsung Wallet on 82 million compatible US devices in the last week of October, custodied through Bastion and Coinbase Prime Vault, with Solana and Sui as infrastructure partners. And Stripe said on October 5 that its stablecoin-funded card is heading for 100-plus countries by year-end, with about $1.2B processed in the prior month.

The competitive structure is now visible: enterprise software, phone wallets and card networks are all competing for the same interface — the point where a stablecoin balance becomes a payment — while Polygon competes one layer below, as the orchestrator that lets money leave a bank, sit on TRON, and settle anywhere. The institutional layer thickened around it: OKX completed a strategic round at a $25B pre-money valuation with Circle, QRT, Ripple and Standard Chartered's SC Ventures participating, and Modern Treasury and Rain both applied to the OCC to establish national trust banks.

4. Adoption & Regulation: What Happened with Merchant Adoption and Regulation?

Europe tightened and Washington ran down its clock. ESMA's opinion of October 8 told national regulators to require MiCA-authorised firms to unwind remaining client exposure to non-compliant stablecoins, with an outer limit around January 8, 2027, and — this is the part that changes practice — it reaches custody, transfers, advice and portfolio management, not just trading and listing. Narrow wind-down services are permitted; new purchases, promotion and continued market availability are not. The opinion names no tokens, so it is not an enforcement action against a specific asset, even though USDT is the largest stablecoin without a MiCA authorisation while USDC and EURC are issued from Circle's French electronic-money licence. In the US, Treasury's Section 3 NPRM under the GENIUS Act still closes for comment on October 19, with 65 submissions on the docket as of October 10 and nine filed in the prior week; the Act's effective date is expected to be January 18, 2027. The September FOMC minutes, published October 7, showed most participants still favouring a further hike before year-end — the macro backdrop against which both clocks are running.

On the adoption side, the week's merchant news was continuity rather than a milestone: CoinsBee's TRC-20 share, Zebec's USDT-on-TRON card top-ups, and the four distribution announcements above. The regulatory and distribution stories now point in opposite directions for one asset in particular — USDT's distribution keeps widening while its European service perimeter keeps narrowing.

5. Outlook: What Deserves Attention in the Week Ahead?

The calendar is the story. October 19 is the GENIUS Act comment deadline, and the filing count is the best available proxy for how contested the issuer rules will be; watch also for any OCC movement toward its stated November target. In Europe, the thing to track is not January 8 but which venues move earlier — the opinion explicitly says clients are not guaranteed three months of service, so the practical cut-offs will come from platform decisions.

On the data side: whether TRON's USDT balance extends this week's +$169.8M into a second gain and whether the Q3 staking figure lands; whether the energy market's new 17–19 SUN low quotes persist or prove to be a single provider's promotion against a working book at 25 SUN and above; whether Samsung's late-October launch converts installed distribution into funded accounts; and whether an updated TRXS net-asset figure appears, given the share count has not moved since September 15.
